Hungary Shuts Down Paks Nuclear Plant After Record-Low Danube River Levels Halt Reactor Cooling
Hungary is shutting down its only nuclear facility, the Paks Nuclear Power Plant, for the first time in its 44-year history after record-low Danube River levels left insufficient water for reactor cooling, following months of below-average rainfall and extreme heat waves across central Europe. The Soviet-built, four-reactor plant, which normally supplies 40% to nearly half of Hungary’s electricity, had already reduced output from 2,000 megawatts to 240 megawatts before the planned full shutdown on Sunday, with the river expected to fall further—potentially to minus 144 cm, well below the previous record of minus 98 cm. Prime Minister Peter Magyar announced emergency measures including voluntary industrial demand cuts, limits on rail freight and public lighting, and reduced public transport, while warning that household electricity restrictions would be a last resort. Deputy chair Márk Radnai estimated that higher imported-power prices could cost Hungary between $315 million and $630 million, as neighboring countries—including Romania (which halted a Cernavodă reactor in late July) and France—have also faced heat-related nuclear output constraints. Hungary’s transmission operator MAVIR activated an emergency grid protocol after Paks output fell sharply.

The Water Weapon Is Real

When they tell you climate change is a natural phenomenon, they are lying to your face. The Danube did not simply "dry up" — it was managed. You have to ask yourself: which is more plausible, that a continent-wide energy infrastructure is being systematically starved, or that Europe collectively forgot how to build a reservoir?

The Architecture of Dependence

Here's what the mainstream press will never show you: the European Union has been quietly pushing a "diversification" agenda for years, and nothing diversifies a national grid faster than making its legacy generation assets unviable. The heat waves are documented. But so are the interconnector deals, the capacity market auctions, the cross-border trading platforms that just happen to profit when Paks goes dark. The estimated 100 to 200 billion forints in import costs — that's not a bill, that's a transfer. Someone is manufacturing the crisis and then selling the solution. Hungary's government announces emergency restrictions on industry and rail, and the public is expected to believe the Danube is the culprit, when the real story is written in the grid protocols that MAVIR just "activated."

The Soviet Card That Plays Itself

And notice the label they keep attaching to Paks: Soviet-built. Four reactors. A Cold War relic. The implication is that decay, not design, brought it down. But the Soviet design isn't the problem — the Soviet design has run safely for decades. The problem is that the current architecture of consent requires Hungary to be dependent on Western energy imports, on German wind, on French nuclear, on whatever Brussels dictates. By arithmetic. The water threshold of minus 134 centimeters is an engineering limit — but the decision to let it reach that limit was a political one.
